Building rules are set in stone
A BUSINESSSMAN was stunned to learn that redeveloping his property would cost him 10 feet of land.
Steven Tapper, director of Tapper funeral service, hoped to replace the Living Stones stonemason shop in Christchurch Road, Boscombe, with a brand new shop unit and purpose-built flats.
But when his architect started working on plans, he discovered a development control line cutting right through a long row of properties on Christchurch Road.
This means that if any of the shop owners demolished their premises, they would be forced to rebuild them 10 feet away from the road.
Bournemouth council says the purpose of the control line is to give it extra land for vital highway improvements.
But it has no plans to compulsorily purchase the properties so the only way this could happen would be if every single business owner voluntarily surrendered 10 feet of land.
Independent councillor Ron Whittaker, who works part-time for Tappers, has taken up the case and is calling for a review of the borough's development control lines.
He said it was crazy to stifle redevelopment in an area that needed upgrading.
"It would be okay if these road improvements were actually going to be carried out but we know that that can't possibly happen because it would cost the council a fortune to buy all these properties," he said.
And Mr Tapper said: "The site is really crying out for redevelopment.
"At the moment the flats above the shop are very sub-standard."
Mike Holmes, head of planning and transport, said the development control line was one of many in Bournemouth's adopted local plan.
"These control lines are applied to certain sections of the highway network that the council has agreed need upgrading to improve road safety, assist the free flow of traffic and public transport, or where the road is considered substandard for its purpose," he said.
"Of course the council is keen to see the regeneration of the area, but has to balance this with the long term needs of the town.
"The control lines will be reviewed as part of the preparation of the local development framework in due course."

This is a prime example of local Councillors trying to manipulate the local plan for their own purposes.
Shame on Cllr Whittaker! He needs to declare his interest now and say he'll have no more to do with the matter.
No wonder people say corruption is rife in this town

It does seem clear to me that these development control lines prevent development.
Wiki - not sure I follow your thinking. Do you know that Whittaker did not declare his interest? Presumably his employment situation is public knowledge? It is not corruption if he is merely highlighting what seems to be ridiculous policy. Its not like he is personally being rewarded for this. He's just doing what councillors do. Representing issues of local people. Its just that in this instance he is representing his employer.

I think the Council should rethink this development control line. It has only come out of the bag because Tappers want to redevelope their business, yet nothing can be done in the matter of the highways unless all business do the same as Tappers.
Dont stand in the way of business Bournemouth Council. You are never going to wident the Christchurch road through Boscombe.

So the site / area needs redevelopment. If all the local property owners followed this example, they'ed all rebuild - to attract new customers, yet the highway network in Pokesdown is congested. Does it not make sense to plan to improve the highway during rebuilding?

[/quote] You may be right, but I think that working part time to earn a few quid is a bit different to using your position to make £100K's from property deals etc.

You may be right, but I think that working part time to earn a few quid is a bit different to using your position to make £100K's from property deals etc.

Is this a recent ruling. When making representation to refused application subsequently granted on appeal by You Know Who! Well you know!. I stated that 9ft of land was dedicated as owners in that road had done since 1947 . That was ignored consequently when this imminent development takes place, the existing bottle neck will remain. It is not to late and compulsary purchase !!
