FEARS have been raised that Poole's world-class Sandbanks beach could lose its prestigious Blue Flag because of dog poo.
While an all-year-round dog-free zone is a possibility in front of the promenade, dog owner Donald Butterworth says this does not go far enough.
"They are putting dogs before children," he said.
"It is not fair to children who should at least have one beach to play on without having dogs fouling the beach and urinating against their sandcastles."
Grandfather Mr Butterworth, from Bournemouth, says he would happily walk his three dogs elsewhere during the winter if a ban was imposed.
But with one operating from September 30 to May 1, faeces left in the sand over the winter gets spread over a wider area when the sand is raked, he said.
Owners walk their dogs on the beach in the evenings after the beach office closes he said, and he has contacted the Health Protection Agency and Encams, who are due to announce their Blue Flag beaches at the end of this month.
"When we do visit the beach, we will pay particular attention to the issue of dogs and dog faeces," said programmes manager Andrew Suter in a letter to Mr Butterworth.
However, with daily summer season beach cleaning and removing dog fouling when seen, along with a possible dog-free zone, the Borough of Poole is confident it will keep its four Blue Flag beaches.
"The council works very hard to maintain and clean its beaches and this is recognised by Encams, which has awarded Poole its prestigious Blue Flag status for 20 years running," said Clive Smith, head of leisure services.
"We are confident that the continuing efforts we make to keep Poole's beaches clean will again be recognised by Encams this year.
"The Blue Flag judges are aware of the great care we take with beach cleaning and the steps taken to control dog fouling."

Can I invite the dog owners of Poole to sunny Southbourne where it appears to be quite fashionable to let your dog foul the pavements and grass although you must remember to swear like a trooper at anybody who finds this behaviour in any way unreasonable.

Come June/July Sandbanks will have a bigger fouling problem with a few dozen horses pounding the beaches of Sandbanks in a two day polo quest.
Why cannot the councils continue with the beach cleaning through the winter months as well as having more vigilance on ensuring dog owners pick up their dogs mess.
It is only a few who ruin it for the majority.

Last week there was a dog enduced round-a-bout on the zig-zag, right next to the dog poo bin. With a lot of dog owners in the area, it doenst take much of a percentage to ruin the path-ways for everyone else. Not impressed

Agree entirely. Last week there was a dog enduced round-a-bout on the zig-zag, right next to the dog poo bin. With a lot of dog owners in the area, it doenst take much of a percentage to ruin the path-ways for everyone else. Not impressed

As a dog owner its quite right that people get annoyed at this problem. I walk my dogs on the beach every day but go armed with poopa bags etc and try as much as possible never to leave any mess.
I think a lot of people come to sandbanks for the fresh air and take their dogs as well. I tend to think that people who reside locally have a interest in looking after their area however outsiders dont give a monkeys as they dont live nearby.
At the end of the day there is little enforcement. If it was a £250 fine then people would take more care, at present nothing happens to them.

Having travelled to a few places around the globe, I think sandbanks is a world class beach, pale sand and no rocks is not to be found everywhere. I would quite happily ban dogs throughout the summer from the prom as well as the beach. Small children should not have to play in dog urine!

I have just returned from Spain and was amazed by the amount of dog owners out there. All walking on the promenade, all happily clearing up the dog mess. I suppose for a country like Spain who appreciates the income that comes in from the beaches, it is a cultural and civic spirit that makes it unacceptable for dogs to mess their beaches. If only we could educate people here we would not have a need for dog wardens - effective or not as the case may be depending on your borough !

I do object to having to watch over my toddler on the beach to avoid dog poo, as well as the (I know it is a small) risk of TOXOCARIASIS it really spoils our day when dog poo gets on our pram wheels and shoes and clothes. I don't see why I should have to clear up after someone elses dog - personally I am in favour of dogs being banned from our beaches all year round unless people truly respect other beach users and clear up after thie animals.

I am sick of the dog poo at at Redhill and Slade Farm Playing Feilds, It is disgusting. The Councils should have one area where dogs are allowed to be walked, pref near a tip or land fill site.

Wow, thanks Local Mum, lets deny all dogs and their owners the simple (and free) pleasure of running up and down the beach and having a good quality of life. My yorkie used to love playing in the waves and digging little holes in the sand. My daughter used to run in and out of the water with him and they’d have a swim, but I guess non-dog owner’s children are far more important!
No need to ban the dogs in my opinion, but all dogs should be licensed, micro chipped and insured. Dog owners that don’t scoop the poop and keep their dogs inoculated, wormed and trained could be fined and have their right to a license rescinded.
May I also mention that some delightful mother or father buried a poo filled, stinking nappy about 2 inches under the sand which when my daughter was building her sandcastle she managed to dig up and get all over her hands. Nice!
Littering and antisocial behaviour should be policed more stringently in areas where children are and fines/sanctions imposed rigorously. Sort out the behaviour and attitude of the scumbags that are responsible for spoiling other people’s enjoyment of life and facilities and we’ll all be better off.

Fortunately for my family I live directly next to a recreation ground with excellent walks, facilities for sport and young children etc. Unfortunately this area is also used by the local dog owners and their muts as a toilet. The other day just summed up the health dangers to young children in particular from dog mess! A middle-aged woman was walking her dog with the animal itself lagging behind the woman by some distance. This animal then decided to "do it's busniess" right next to our property with the owner too far ahead to notice what her beloved pooch was doing. Within minutes of them both moving on a young mum and her daughter (possibly only 18mths to 2 years) walked onto the exact same patch of grass to sit down and pick the daisies growing there. Other owners are far more blatant, they simply watch their animal messing the grass or path and then move on without batting an eyelid, let alone doing anything to clear up their mess! ELM is right when he/she said that sooner or later local residents who are subjected to these selfish moronic owners and their animals WILL take independent action!

I have to agree with debbie re the nappies I have seen families leave mounds of rubbish when they leave it is up to all people who use the beach families, dog owners etc to clean up after themselves. it doesn't take much to take carrier bag with you for dog poo or rubbish.

The Law of the England, Scotland and Wales clearly states:
The Litter (Animal Droppings) Order 1991 of the Environmental Protection Act (1990) places a duty on local authorities to keep the following areas clear of dog faeces;
• Any public walk or pleasure ground
• Any land laid out as a garden or used for the purpose of recreation
• Any part of the seashore which is frequently used by large numbers of people, and managed by the person having direct control of it as a tourist resort or recreational facility
• Any esplanade or promenade
• Any land not forming part of the highway or, in Scotland, a public road, which is open to the air, which the public are permitted to use on foot only, and which provides access to retail premises
• A trunk road picnic area
• A picnic site.
The penalty for not clearing up dog fouling can be up to £1,000 if taken to court, but there is also provision for a fixed penalty scheme with a fine of £50 in England.
In England the main legislation relating to dog fouling is dealt with under the Environmental Protection Act 1990 (Part IV).
Exceptions to the offence are:
• The person in charge of the dog has a reasonable excuse for not clearing up (being unaware of the fouling or not having the means to clean up is not an excuse)
• The owner or occupier of the land has consented to the faeces being left
• The person puts the faeces in a bin on the land
• The person in charge of the dog has a registered visual impairment
I’m afraid if irresponsible dog owners do not abide by the law of the land and continually abuse the fact that they neglect the clearing up of their dog fouling they will be in jeopardy of losing the privilege of the seven bullet points above.

Why? There are already groups who volunteer to pick up other people's litter. So why can't responsible dog owners get together and do the same?

As a regular to all our beaches and parks in both Poole and Bournemouth. I have to say there are far more responsible dog owners than is made out. The sad part about this report is whilst [bold]all dog owners have a responsibility to clear up their dogs fouling[/bold] . Sadly the minority are not abiding by the rules or law.
Whilst I agree that other’s who also share these public areas should point out the dogs owners failings in clearing the mess up, there are a few guidelines if you prefer not to make a confrontation. I must admit I have and whilst the owner apologised and cleared up the mess, I was left with to much adrenalin after running after him!
To report an offence contact your local authority to find out what the dog control procedures are in your area, and make note of the following details:
• A description of the dog
• Details of the date, time and location of the offence.
If the fouling takes place at regular times it may be possible for dog wardens to witness the fouling. In most cases the wardens will warn the offender before taking legal action, which is usually enough to deter further offences.

Whilst I am not going to get into any argument with you chaps, I would like to add neither of you are idiots as you so put it, but individuals who are obviously concerned about an issue which effects all people young or old. Those people who should be allowed to enjoy the outdoor environment without having to put up with dog fouling. What I do react to is encouraging more individuals who witness dog owners abusing the law and deciding NOT to clear up their dogs fouling, to be more proactive and either challenge or report them. Poole and Bournemouth council website clearly lays out suggestions and guidance to assist helping anyone who has an issue with this subject.

Responsible and non dog owners should complain continuously to their local authority about the individuals who are spoiling it for the majority as I have mentioned previously. Whilst I am not going to get into any argument with you chaps, I would like to add neither of you are idiots as you so put it, but individuals who are obviously concerned about an issue which effects all people young or old. Those people who should be allowed to enjoy the outdoor environment without having to put up with dog fouling. What I do react to is encouraging more individuals who witness dog owners abusing the law and deciding NOT to clear up their dogs fouling, to be more proactive and either challenge or report them. Poole and Bournemouth council website clearly lays out suggestions and guidance to assist helping anyone who has an issue with this subject.
We can all blame each other but do we do anything about it?

As a dog owner, I see absolutely no problem and there is no problem in clearing up after my dog has gone about its business.
When out walking my dog, I will pick up the mess left by others too. This is because if a parky, jobs worth, or some do-gooder is around I could easily be blamed for not cleaning up after my dog. Yes, it annoys me that I pick up after other peoples dogs but if I do not no one else will.
If you have a dog, it is your responsibility to clear up after it. If you cannot do this for a dog, you are not in anyway capable of looking after any other living animal (including other humans). As for those of you in favour of “banning” all dogs from places, please remember that there are dogs for disabled people who help them get around. If you ban all dogs from an area, you then ban the person who needs the dog as well and that could be seen as a form of discrimination.

I applaud you. It’s such a shame that other dog owners don’t take a leaf out your book. I think there is a place for dog and non dog owners to share all the open areas we are lucky enough to enjoy in particular the beaches. It’s such a pity that the small minority of irresponsible dog owners are out spoil it for the rest.

[/quote] One thing I have to agree on in regard to dogs and open spaces used for picnics etc is that dogs need to be kept to a certain area, easier said than done I know, it really turns my stomach that people sit and eat food in an area where a dog has done its business in the past, even if cleared up surley some bacteria are still present.
